1) Where are you installing from? A disk? Did you download the client from the official website? If you're using a disk and it doesn't work, try downloading the client and see if it runs.
2) Have you tried running GW.exe? If you only have the client, most of the files will be downloaded when you run the game. You can get around this, however, with the -image command.

Check that you don't have a firewall or AV program blocking GW from accessing the internet.

My firewall has been disabled for the last year so that cant be the reason

The two files you need to run Guild Wars are gw.exe and gw.dat. Both need to be in the game directory, by default C:\Program Files\Guild Wars\
As to the "what OS" question, are you running Windows XP, Vista, 7 or something more exotic?

i have the gw.exe and the gw.dat file theor but they both have a small lock sign on the bottom left corner of them and my OS is windows 7 64 bit it cant be windows 7 thats causing the problem because i had guild wars installed about a month ago.

Are you logged in with admin priviledges? If so try right-clicking gw.exe -> "Run as administrator".

Maybe the .dat file is set to read only or something of the sort. If so, then the client can't download the necessary data to the .dat file.

That can happen - particularly if you copied the .dat from one computer to another.

Have you checked if the Gw.dat file is set to read only? Also, what is the size of the .dat file on you hard drive?

Sometimes files can be locked even for an admin. I'd check the file privileges as well by right clicking on them as an admin.

Download CCleaner and run the registry cleaner. I have a feeling you have a small errorneous key in the registry.

I checked the permission on gw.dat properties and it says this
No permissions have been assigned for this object.
Warning: this is a potential security risk because anyone who can access this object can take ownership of it. The object’s owner should assign permissions as soon as possible.
Also the file is not set for read only i checked.
